Only certain Stands can use the Arrow, like Silver Chariot or Gold Experience, the only one known to use Requiem and be able to control it is Giorno. Requiem also might gives the user a new ability, Chariot Requiem can switch souls and alter life, & Gold Experience Requiem can reset actions to Zero.
