it's combined with the 'nigger' 'no' and 'stop'. i am black so don't come after me. stogger is a word i made from 3 words i use the most. it's meant for insults mostly, kinda like the n word but with multiple meanings. it can be used as a name to offend someone. the meaning is like calling someone very stupid or small brained.

" no, you damn stogger ! "
" what? do i look like some kind of stogger to you? "
" you're such a fucking stogger, man! "
