A person who runs off at the mouth, and is completely full of shit.
Actually, the phrase is a combination of two Irish slang words scutter meaning diarhea, and gobshite, a person who doesn't know what they're talking about, but talks anyway.

A nickname given to brave but hostile hoodlums willing to engage in a highly dangerous prank popular in the early days of this cultural icon before the upper balcony became enclosed for safety.

The lawless Empire State Shitters could be seen hanging their asses off the railing on the top floor of the Empire State Building to take a potentially deadly dump onto the heads of unsuspecting innocents passing on the sidewalk below.

People who have a weird phobia about shitting in public places, including restrooms. If they absolutly have to shit, they go to lengths to make sure no one knows that they have shat, which they always fail at because their guilty little faces lets the world know anyways.
