The phrase is making fun of a mistaken assumption most people in favor of public infrastructure make, where they typically argue that only a coercive government is capable of building and maintaining roads and whatever else they typically mean by “natural public utilities”. Since this assumption is so common and refutable, the phrase "Muh Roads" was coined to make fun of arguments claiming that infrastructure couldn't possibly be made on a private, consensual basis.
