A Neer can be defined as a very passionate person who loves nature and respects it for his beauty and majesty. Noder neder is a phrase in Hebrew. Noder stands for "I swear", neder is like an oath, a vow. You can use it when someone doesn't believe to something you say and you tryna make him believe you.
