It's a reaction to when someone says something funny. The person is usually a woman or a child. It's a high-pitched laugh.

Example:

Person 1: Did you hear Jake laugh like: hehehehehehehehe?
Person 2: Yeah, it was embarrassing. Only my sister giggling like that.
