It has two definitions, the first is using Googarue on online platforms as code for looking for two male sexual partners. When using Googarue you're declaring on social media that you're looking for a handicap man and a young man with down syndrome to suck cum out of. The other definition is known publicly as an insult. When you call someone a Googarue, you're insinuating that person is parasite upon society. Googarues are stereo-typically old gay black men, who sit on TikTok lives all day begging for money instead of contributing to society and crying online to tens of children tuning in.
