This phrase is used when a bottom or a furry wants to address a top. Usually used when a bottom (or furry) is intimidated or etc.

High topped is when you feel wayyy too overamped on crank. Usually happens when you’re chasing the dragon or taking large hits one after the other. Characterized by darting eyes, frozen mouth, barely moving, lizard like behavior, or rarely even sudden bouts of psychosis. Not to be confused with a meth overdose.

If you grew up in the usa , uk , Latin America or even canada

You might remember some arcade cabinets / arcade machines that had a baseball bat or bowling pin like joystick... these are called bat top joysticks... they were usually made by a company called Happ who later were bought out by a company called suzo becoming suzo-happ...

Also the style of arcade buttons such as concave and convex... concave are rougher on the hands while convex are smooth.

If you grew up in the 1990s you may have seen these on street fighter 2 , marvel vs capcom or mortal kombat arcade machines !

Bat Top joysticks were popular in the 1980s - 2000s

But have since been replaced with Japanese and Korean ball top joysticks such as sanwa , seimitsu, crown samducksa and many more !
