Driving around on a certain fixed path either to be seen, to see, simply to pass the time for the lack of something better to do.
It's nice out, let's go get some Slurpees and cut laps 'til it's dark enough to set off these fireworks in old people's yards.

I saw Kevin cutting laps in the haggard old Trans-Am he bought from his uncle.

A term used to hide the fact that you are actually crying due to being moved emotionally by implying that you are crying because someone must be cutting onions.
When Jack saw the video of the lost dog being reunited with its owner he began to tear up and exclaimed, "Who's cutting onions!"

Going around with/at- Going about- Often 'going around with' (cutting about with) as in 'hanging out' with someone (generally on a regular basis- a freind and companion)- or 'cutting about somewhere' refers to location of an individual or group of people - Sometimes means- 'going out with' i.e. in a romantic relationship with another- Unsure of the origins of the term 'cutting about' but has been used in many parts of Scotland for many years and is still common today
