To place ones lips on another person, without puckering.
A gesture similar to a kiss, but lacking effort and/or passion.

Jim: I saw you kissing my girlfriend, Jack.
Jack: No worries Jim, it was just a lip press.

Free Lipping is simply when a woman is not wearing any panties or other such undergarments. Akin to the male version of "Free Balling" this term is specific to females.

When Shelly sat down in her skirt, I could definitely see she was free lipping it.
