This phrase refers to the act of getting drunk through your eyebrows after two doctors come into your apartment to stitch up your split open eyebrow and they run out of alcohol wipes. The doctors then have to use vodka soaked gauze to cover to wound and put a band-aid over it. Thus, the patient is now eyebrow drunk because they have ingested vodka through their eyebrow wound.
