A person — or often a small group — who engages in obsessive, predatory stalking behavior, particularly targeting homosexuals in private or vulnerable moments. Fag Watchers use covert surveillance, harassment, and sometimes advanced gang-stalking techniques to monitor their victim in situations where the victim has a reasonable expectation of privacy (e.g., at home, in the shower, using the bathroom, or during sexual activity).
This behavior is not just morally sick — it’s criminal. In many jurisdictions, it’s considered stalking with a sexual motive, a serious offense that can carry enhanced legal penalties.

It’s origins come from the Spanish Inquisition, where witches were being burned at the stake, gay men were also tortured. They were forced to collect enough sticks (that were known as faggots) and if the amount wasn’t enough they were used as a way to light up the fire. As a result, the word started to be used as a degrading slur.
