Phrase used in reference to the party van (FBI/Police listening/Police raiding SWAT van)
a van that is externally party/ice cream/ballons themed but contains FBI/police/SWAT inside.

This phrase is used when some user posts CP (Child Pornography) or similar, to remark that it might be illegal content.
