A Sheesher is anyone that you look at and think to yourself, "Sheesh!" usually with a negative connotation.

A sheesher can be identified by their appearance or their actions, but sometimes both. Sheeshers are usually ignorant of what's socially acceptable and often cross lines bringing negative attention to themselves.
