Effectively, any society which has in place a government, is effectively a collective and as such can never be a (cooperative) society. For the simple fact that the concept of cooperative, defines the inherent right of free choice and will in participation by all its members (the general citizen body). Whereas in a society governed by a state, the social bodies participation in and as such abiding by state-imposed Laws and measures, is compulsory and as such the right of free choice and will, is thus void and nonexistent.
