A very attractive young girl, who is believed to be a future "dime piece." The child usually dresses provocative for her age, and is known as a bit of a temptress. The age of a "little nickel," is typically around the age of 5 or 6, which is the derivative of the term "nickel."

"Bull" is being used as a double entendre -- meaning both the animal shown on the nickel and the other meaning of stupid or untrue talk or writing; nonsense. So, the bull is coming off the nickel and bring applied to the situation at hand. The situation at hand being nonsensical.
This obscure phrase is famously used in the Twilight Zone episode "Mr. Garrity and the Graves". Rod Serling, in the intro, uses this expression in referring to Jared Garrity, who makes a living restoring life to the dead.

"Mr. Garrity, if one can believe him, is a resurrecter of the dead - which, on the face of it, certainly sounds like the bull is off the nickel." -- Rod Serling

- I get nickeled and dimed when people send me a text message and I can't figure out whether it was sent to me specifically or a whole list of people. So, I don't know whether I answer it or not, since if it was sent to a whole list of people, the sender will think I'm a complete idiot.

When one takes nickles and boils them in water and then places them in a bag of sorts, such as a tube sock. When beating a person with a hot bag of nickels no bruising will occur no matter how hard you hit them as long as the nickels stay warm.
When my kids get on my nerves I simply beat them about the face and neck with a hot bag of nickels because it will not leave a mark.
