Short for "the outside." Often used in mental health facilites to talk about things going on outside of the ward or in the outside world.

Guy: It was raining, but it was sure as hell better then group therapy!

"outside jelly" refers to a vehicle having a candy colored paint job. The vehicles candy paint exterior has a slight resemblance to the coloration of jelly/jam (preserves).
