Phantom information is almost always unintentional, stemming from the person's ignorance and inability to fully comprehend an argument or a stance.

Debater B: “I never said that. You've hallucinated phantom information.”

A term ironically used only by people who are doing "information laundering" by using this term. It means "whitewashing", but is used in order to "whitewash" the meaning of "whitewashing" so that "whitewash" can be freed up & used for anti-white racist purposes. Only used in SJW doublespeak lingo and leaves everybody else perplexed.
