great weather for snorkeling

It is sarcasm, and has nothing to do with snorkeling. The phrase simply means that the weather is horrible. Therefore snorkeling would infact be impossible, unless you wanted to freeze yourself to death.

Snorkel

Smoking meth and using a clear hose with water in it(like a bong) and a glass tube on the end of it. It's basically a filtered(water) hot rail.The glass tube is heated and then placed over the drugs. The hose is put up to the nostril and inhaled, resulting in exhaling a large amount of smoke. The hose makes a bubbling sound (similiar to a bong) which is why we call it snorkeling.
