Usually a funny video or picture that people make popular by using it as some kind of reaction or reference on a daily basis. It’s basically a reference (that can be funny, sad, etc) commonly know by people that use it between them.

Twitter is basically the temple of memes.

People there do like to answer with memes.

PS: A meme can also be a sad or angry reference, as in an annoyed person, a crying movie character, a cartoon character screaming.
(Picture it like some well-known borderline popular GIF but as a VIDEO or a PICTURE) .

2. an image, video, piece of text, etc., typically humorous in nature, that is copied and spread rapidly by Internet users, often with slight variations.

They’re pictures, videos and texts showing content that only people who understand the references find comical. They can start out as funny videos that got really popular (e.g. hit or miss) or a picture someone shared that millions of people saw (e.g. the doge).
Charlie: Hey, remember when everyone was talking about that meme ‘hit or miss’?

Ben: Yeah, I even heard someone shout it in Tesco, and I replied “I guess they never miss, huh?”.

Charlie: LMAO really?

Ben: Yep.
