People use the word in different ways, but its defenitely derogative.

A school with a small population in each grade but plenty of rich snobs to make up for it. Most girls at this school are rich brats who have no idea what they're doing unless their mom does their homework for them. The boys pay one smart 8th grader to do their work. The administration at this school blames random students for something that they did not do even thought it was someone else but they can't blame the other kid because he is on the football and basketball team and all they care about is sports.
