A term use by locals when there are a bunch of random people that are not usually there, and or show up out of nowhere.

"Wow look at all these Scoops." As we pulled up to the skate park we could see it was full of Scoops.

A compliment to one while twirling your finger at someone or cupping your hand or moving it in a scooping movement for accomplishing a task or doing something really good

(If someone dunks playing basketball) "scoops!"
(If someone gets a girls number) then you would say "scoops!"
