When concrete slabs are dried onto someones feet. That person is then thrown into deep water. This act is usually done to people you don't regard as friends.

This is usually done by Italian mafia, hence the name, Italian socks.

He didn't pay my money back in time, so I ordered the boys to give him a pair of Italian socks. He's swimming with the fishes now.
