Someone with a personality that resembles drug use, such as appearing to not care about anything, and often appear with cheap clothes and beanies. BUT are commonly mistaken for using drugs when they are simply very laid back people. Also could be spelled "druggy".

Jeff looks like such a druggie with those clothes.

Saying that someone that is not on drugs now is a druggie instead of was a druggie is getting in their head, since it is a false statement.

Someone who has gone so low with self-esteem (or is just a plain dumbass) that they think the only way to have fun is with the use of drugs.
