An act usually performed at an event where a large number of mothers will be present, for example a school football match or open evening, where one simply walks around the event looking out for and admiring young or middle aged mothers that they wouldn't mind genitally infiltrating.

When someone is getting irrationally angry and venting this anger at a completely innocent third party on the internet.

This is a modern version of the classic English idiom "tilting at windmills" from Don Quixote. It first arose in a thread on twitter in February 2020 by the social media person responsible for Yorkshire Tea replying to someone berating them because a politician had shared a photograph of himself with Yorkshire Tea.
