Someone who is a sick ass foo, usually smoked out from some kind of substance whether it be Marijuana or something harder, they will likely be too smoked out to function and will be on a complete sick one at all times.

Do you see that tweaked out foo walking down the street with his socks to his knees, that's a smoked out local.
