Such a person is typically well-known for their repeated well-meaning tactlessness, failure to notice romantic overtures, tendency to walk into doorknobs and general forgetfulness.

Also known as "Little Donny Disease", after the only person known to have this affliction.

Little Donny was diagnosed with Magnimus Obliviophallocytis, and due to this, must wear a special medical harness.

Oblivion NPC

Braindead and acts like a robot in actual human interaction

both of these traits are shared with an NPC (non-player character) from the video game "Oblivion" hence the name.
The NPCs in this game are infamous for having the dumbest conversations and acting extremely robotic, snapping towards you if you engage with them.
These people will act just like in the game and are generally very stupid.

Paul: hello friend, would you enjoy a cup of coffee and a sandwich at the cafe for lunch, it would very much please me.
Friend: you are such an Oblivion NPC

The state or practice or a practioner of total lack of awareness or indifference to the universe at large or the effects of one's actions on those around him.

Obliviationists do not use rear view mirrors, turn signals and do not mind if other shoppers cannot get around them when the block the lanes in grocery stores and other public places.

A cigarette in which someone is obligated to give to repay debt. An owed cigarette.

Chris: Andrew, give me my obligarette, you poverty-ridden, tasteless, jewbag.

Andrew: Go to hell Giarlastein!

Chris: Why don't you go to hell, where all the poor people go, you wretch whom was given natural gifts of poor quality.

(The obligarette was then submitted grudgingly to the lessor {the person who leased out the property borrowed}.)

Oblivion
