The phrase is used as Jamaicans usually are very relaxed and easy going . In no rush.

" I'll be waiting for him for ages, he works on Kingston time "

The Department of Time regulates time travel, variants, timeline research and knowledge, time manipulation research & usage, time force by working with the Department of Defense. They also regulate time zones and anything that has to do with telling the time. They regulate intergalactic time and time differnces in relation to other planets. 6:00 on Earth while 12:00 on Mars or something at the exact same coordinates.

The Department of Time (DOT) sounds like the Department of Transport. Wait it regulates time travel? Well it may be similar I don't know.
