It is Not meant to mean others, but it means one person. If I say something like you are always waking people up or always touching people it means “me”. It’s used to replace the word ME in a sentence. You can also use it to replace “MY”.

You’re loud as hell in the morning always waking people up.

Why you keep touching people?
