Turbo talker

A person who talks incredibly fast and / or doesn’t let anyone else get a word in edgewise.

When those two turbo talkers are together I don’t even try to join in the conversation. They turbo talked through the whole dinner.

Surface Talker

A person who starts off talking about a subject that they lead you to believe they are well-versed but when probing questions are asked, they change the subject.

Oh brother...don't get Bob talking about what opportunities there are in investment banking. He instantly turns into the Surface Talker.
