BIFFER

A person with Borderline Intellectual Functioning. Did not finish school. Fancies underage girls/boys. Not stupid enough be in care, but not smart enough to do much else except get in trouble.

The new kids in the rural skills program were all biffers sent out to teach dogs how to jump over fences, but really it was the dogs that were going to do the teaching.
