A way to describe a person who has taken too many drugs, smoked way too much weed, or drank way too much alcohol (to name a few) to the point where they are acting nothing like themselves or doing something crazy.
Person 1: Why is Person 3 attempting to jump a cornhole board on an ATV that’s smaller than he is?
Person 2: He’s higher than a kite right now.

Particularly used in the 1980's/1990's in the UK (maybe decade before and/or after) - Using stolen/fraudulently acquired credit cards, cheque books and debit cards, etc, in order to obtain cash money from the 'victims' bank and/or using the cards to use fraudulently in shops in order to obtain (most often) high value items by 'false representation' (legal term) to (often) sell onwards for a lower price (usually half original price or less depending on circumstances) to a person/persons who may then potentially be involved in "receiving stolen goods" (legal term) if they're aware that the goods were obtained illegally.
Just bought some (stolen) credit cards on the cheap, shall we call "BLANK" & see if they'll come kiting with us to make a raise (slang for making illicit cash)...
