I'll try and be there at 1:00 but give me an hour "Lag Time".
Meaning they will arrive at 2:00.

This isn't any specific time, it's a 24/7 way of life. It means to go so hard that it must be considered a crime. Used to describe a noun. Probably the dopest motto known to man kind. Can also be used in a hashtag. Therefore it is a saying, or a motto.
