Much like the phrase "Netflix and chill" it refers to going to any 12 step self help meeting with another member in the program and returning to either ones residence after to get it on. Also known as 13th stepping.
Hey what are you doing tonight? Want to go to a meeting and chill? I need to get my court slip signed.

An adjective overly used to describe people who are laid back and easy to hang out with, but is very commonly misused. Chill people are famous for utilizing the phrase "I'm up for anything, it's up to you" instead of stating their opinion or what they want to do when asked, but then they'll avoid you later on for being controlling. They are also hard to have conversations on subjective topics with them because they are so passive they typically don't have firm opinions on anything.
Guy 1: Yo man is it cool if I invite Jack, he's a such a 𝐜𝐡𝐢𝐥𝐥 dude.
Guy 2: I don't know man, I ask him what he wants to do and he tells me it's up to me, but never seems to happy once we go do that thing. He's up for anything at first but then is kinda passive aggressive later on, so I wouldn't really call him chill, but have you seen Jeff Goldblum's new show where he goes around trying other people's hobbies and engaging with them? Now that's a 𝐜𝐡𝐢𝐥𝐥 dude right there.
