The act of doing a rishi is when someone makes a joke that is so dead, that people who are laughing and talking stopped. This is followed by 10 seconds of silence as they take time to process the atrocity of a joke that has befallen them. Alternatively, it is when someone takes the joke to a level that makes it not funny anymore.
