The term was first coined(or at least made famous by) the new host for The Daily Show, Trevor Noah, in allusion to Bernie Sanders who as of Feb-2016 is tight in the race for the Democrat nomination for president. He was an independent Senator from Vermont who decided to run for president and has had nearly zero media coverage during most of his campaign. Even with that factor in play he seems to be "neck to neck" with the "establishment" candidate, Hillary Clinton in many polls (surpassing her in some). Somewhat expectedly he has had much more media cover during the las few months. Thus, he came out of nowhere and no one saw him coming. The Surging Sanders.
