It's an English phrase to be used when you want the other person to know that they owe you something after you did something for them, usually either in the form of respect, or a favour.

Phrase originated from California prison/jail system. Used when a person makes a comment and the response requires verbal validation that the other person is necessary for whatever is going on/going to happen.
