I don't see how this isn't intended to do explicitly that.

Why is me getting paid being unnecessarily delayed? And I don't really care about the cost of litigation but I did have to sit here with fluid in my brain for months. It's still there! Less now. I don't feel like my cognition is impaired as much. But I can still hear it slamming against the back of my ear drum... So, you're saying they can't do it but they're doing it.
