In los angeles, aprox. around the 1980's gangs used the expression to identify a police car with only "one" officer.

In the late ninties on the street of central California one-time referred to police coming down the strip, to warn everyone that they were in the vicinity. But One Time meant one police car, two time two police rollin' etc.
