It is an adjective that refers to mental delusion in a post-ironic way with the intention of make fun of yourself or others to downplay a hard feeling or situation.

instead of say "she/he/they is having such a bad time that nothing he does makes sense" you may say "she/he/them is a lil bit kukuxa"
"it's going crazy" is the same as "let her/him/them kuk"
