It is often accompanied by the sound "ahhhh" as the arm moves forward from shoulder down to elbow height. It can be used as an almost universal response to almost any question or situation. Several variations of The Stevis exist including the Abrevis-Stevis which is a shortened version of the original and also The Stroke-A-Stevis in which the motion is inverted to mimic masturbation.
Sometimes the only proper response is to give them The Stevis. That guy over there is giving way too many fucks, show him The Stevis.
