Scumbo

An individual who is made up of equal parts topical layers of dirt to equal parts foolishness and/or low intelligence.

I don't feel as though dumbo or scumbag are accurate enough terms to describe 45 but scumbo certainly seems more fitting.

Similar to scumbag but in a banter sense, a scumboat is someone your friendly with but has annoyed you in some way mainly in a jokey way
