Probably British slang. Really drunk, or off yer face. Possible to use when tired. Synonyms include "mashed", "wasted", "caned".

1. Dodgy Dave was really spanked when he came back from that club last Thursday. I wonder how many cheeky fellas he'd necked?

2. I rode my unicycle to the sea and took a swim today. By the time I got back home (it was 30km there and back), picked up some groceries, scrubbed off the sunblock, prepared a green salad and steak dinner, and washed it down with a glass of Chianti, I was absolutely spanked.

To get "Spanked", or getting "Spanked" is more or less another word for wasted or drunk to the point beyond belief.
If you were to drink excessive amounts of alcohol, smoke uncontrollably and do copious amounts of drugs all within a small time frame, using the synonym "Spanked" would fit.

Laurel: "So Karen and I went out last night to Divas, and she spent the whole night drinking and doing drugs, she got absolutely Spanked and I had to carry her ass home!

The term refers to the spending of money you thought was in the bank and is an amalgamation of the two words.
Spending and banked = Spanked
