a person who lives in Vieques, Culebra, or any of the smaller islands within the Puerto Rican or U.S. Virgin Islands area. this can also be applied to people who live in any archipelago.

archipelago

a multiworld, multi-game randomizer mod for practically all games. By connecting to an Archipelago server, any of the supported games can play together in a multiworld.

A short rundown of archipelago: you play a game with items, some of them get sent to the other game, the player in the other game collects them and sends them back over to you to progress. you collect the other game's items, and send them back to the other party.

Person A: Dude, I found this cool mod for Ultrakill, archipelago, and I've already upped a server, you wanna play it?
Person B: sure, whatever, what do i have to do
Person A: Download Doom Eternal, and then install Archipelago on it
