421 Elite is the one and only "gang" in the all-white town of WePo, CT. All they do is vandalize the bathrooms and hallways of Staples High School. They call themselves the "421 Elite" because they think they're one level higher than people who 420 blaze it.

Basically, 420 friendly + more.

Similar to being "420 friendly" but for more than just marijuana.
Usually referring to any number of other (party) substances.
Doesn't necessarily mean they use or possess, but are more tolerant to its presence/usage.
