A phrase used when something so absurd and ludicrous happens, that those bearing witness to the stupidity think they're on a hidden-camera television show. So, they're waiting for the camera crews to come out laughing. The phrase can be used as a result of a ridiculous statement, event, or altercation with another person.
Woman: Would you like to sign a petition to end the sexual exploitation of dairy cows, who are being assaulted every time they are milked without their consent?
Man: Wait...What? How is this a thing?
Woman: How is what a thing!?
Man: Come on, where's the cameras? Are you being serious right now?
