Harvard declined your call or missed call from Harvard basically means that your dumb and have no brain cells at all. When someone says this to you, it means you said something so confident thinking it was true or right but in reality it was dumb and pointless.

Marist college is a prestigious private higher education school located in Poughkeepsie NY on the bank of the Hudson River. The views are outstanding, and it is often referred to as "Harvard on the Hudson," as the campus resembles similar attributes to Harvard's campus, with the exception being its on the Hudson River.

Person 1 (let's call him Casey): Look at the new kid! Apparently he skipped a grade and is becoming a total Harvard MVP. He signed up for a ton of clubs and got a perfect score on his national latin exam.
Person 2: Yeah, if he's a true Harvard MVP, he'll get a "B" in his civ class and switch teachers.
Casey: True, True.
