Formerly known as musical.ly, it is an app where users can upload 15 to 60 second videos of themselves doing anything. Mostly consists of people dancing to sounds on the app, but other types of videos exist including meme videos, how to videos, storytime videos and more.
Honestly, its not that cringe, just don't think people should be paid for posting a 15 second clip of themselves, resulting in making enough money to live in a luxurious mansion in LA.
