He is proud of it,selling his stinginess as a free and willing choice, usually to appear and feel better than everybody else that instead doesn't spend money carefully like him. In reality, he has no choice, he has no money, so he can't really waste it. Ends up being a way for himself to cope with his relative lower socioeconomic status.
