A citizen who would do anything, say or believe anything, IF the State told them to.
Alludes to them probably masturbating to having a larger than life entity (the State) controlling the lives of everyone, this being their not-so-secret fantasy.
They are usually Enablers, Sociopaths and convinced to be smarter than everyone around them.

Someone who is poor and adopts/promotes a very frugal lifestyle. He is proud of it,selling his stinginess as a free and willing choice, usually to appear and feel better than everybody else that instead doesn't spend money carefully like him. In reality, he has no choice, he has no money, so he can't really waste it. Ends up being a way for himself to cope with his relative lower socioeconomic status.
